It has the 12v CPU power connector, so most likely it uses 12v rail for the CPU. I have had no problems powering A8V board (not the Deluxe) from a modern 12v heavy PSU.

The faster the processor, the more it brings out the differences in the cards. I would use a fast Pentium 4 or Athlon system, with universal AGP slot. Sure, it may not be periord correct, but it is a good way to see the real difference between cards.
