It was not the im1 that caused the error, it was the files I was putting in. I have an im1 with files in it. I does not boot, so I will need a way to boot it

I tried using winimage and put duke.im1 as the file name, but I got the error "the file C:\... could not be injected" for every file, but I did get a blank im1 file.

Is there a way I can make an im1 file and put in what I want to boot?

Mine is Windows 98

I looked and it says it is a 1 bit bitmap, but Aemula Oldies, dosbox, etc. boots them, so it can't be.

I sometimes see .im1 files and I would like to know what it is and how to access the files. Can anyone show me how to open one or at least a program to do so? Thank you. I see them in Aemula Oldies for iOS.
