before you even heat up soldering iron, switch on oscilloscope and diagnose. Dont swap the capacitors or ICs blindly. 0. have you checked if the supply levels are normal levels and without any ripple in that +5V rail? 1. Check that the chips get 5V which must get that. ALso if there are perhaps …
