Yes, it's a bug that exists at hardware level that prevents stereo playback of Sound Blaster Pro supported software on any Sound Blaster 16 or subsequent range of ISA based cards (including the AWE32 & AWE64).

If I'm not mistaken, then the FM synthesis chip also routes via the EMU8000 chipset. Check that you have loaded Aweutil.com with the /S parameter in your Autoexec.bat file. This will initialise the EMU8000 chipset for FM synthesis playback.
