195USD for a NOS 21 inch CRT may be ok but for a pretty generic 17 inch? Wouldn't pay half of that. They're probably still going to sell them sooner or later though. There are enough people with more money than sense. LGR videos of unboxing NOS 17 inch CRTs doesn't help either.😄

Using a fan to create a bit of airflow over the chip will cool it down sufficiently. Maybe you can find a way to make a radial fan blow air between the two cards and over the chip.

Yes, I believe it was mostly a cost thing. Also DIMMs gave you the 64bit bus width that was required for S5 and up on a single module so you'd only need one stick of RAM which is a bit more convenient.
