No, I've not tried removing the coating, instead I've rubbed in small amounts of vaseline to hide such scratches, which works fine IMO.

I've also had some drives with cracked nylon cogwheels, when new they were pressed tight onto the shaft with some tension, but after years of use they can crack and then the shaft spins but not the cogwheel.

These sector errors can also be caused by unexpected power-outages during a write operation. Maybe TreeSize by Jam Software? They seemed to offer Delphi stuff on their original website. They have a blog about their older programs with some screen of the programs, and they supported Win95.

On old PC:s the +3.3V is generated by voltage regulators on the motherboard, usually close to the CPU. Most chips were +5V back then, and I guess not much else used +3.3V; Super I/O chips I think did.

I'd look at the power supply and just run it with basic load (suitable hard disk for reference load perhaps, e.g. nothing connected to PSU except a dummy load for (usually) +5V to get voltage references right) If that is ok, look for shorts on the motherboard - remove all unneeded loads, video card, …

Wasn't Talisman free already? Mobygames entry says it initially was commercial, but is free now. (whenever this changed) Steam does not list the base game as temporary free, just free? (the DLC:s are payware) (There are some changes in the specs, like number of players: 4 initially ->6 now.)
