What's the model of the drive? Post a SMART log of it, just to see its health. If there are some reallocated sectors none of the software you use can't deal with them. But since it's a SEAGATE, you could have some luck by connecting it to a serial terminal and checking its internal defect lists. …

From DOS using EDIT, take a look at WIN.INI and SYSTEM.INI in the WINDOWS directory. Check for some reference to missing files. I would look at any other *.INI file and CONFIG.SYS and AUTOEXEC.BAT too. Check for errors in the drive with SCANDISK.

QUANTUM ECLIPSE PLUS seems like a family model. Looks like HD couldn't load firmware from platters and you got ID from PCB bios. This means usually bad heads or media damage. I would try unscrewing the controller and clean any contact between PCB and the HDA and see if this make any difference.

I see a "4" on the top of the cap and, by the size, should be a 470uF. 16 Volt would be fine.

When the MB is cold, try heating the caps with a hair dryer and see if it boots up.

Try replacing the tiny smd cap near the clock generator. Bigger caps seem to be Rubycon and Sanyo and they age usually well if not thermal stressed.

DELTREE came with MSDOS 6.0. But it works fine in lower version, MS removed the annoying DOS version check. Another very useful command I moved from DOS 6 to my MS-DOS 5.0 PC is MOVE (pun intended!).
