I got the impression it was most similar to AMD 386 in CMOS as to the halt/suspend states. The intel SL is a whole ball of wax, chipset and CPU so is a platform similar to centrino rather than a CPU.

One thing that happens is that one IP can have 50 hosts on it, and one or two of them are porn or nastier, then ISPs and some nations will block them and the IP. Or family safe features in some routers, or by deliberate choice of DNS provider do.
