Blizzard provides an OSX-compatible installer for Starcraft which works fine on Intel Macs thanks to Rosetta. If you have a somewhat recent Battle Chest version of Starcraft, this program is already on your CDs. Otherwise, you can download it via a link on this page.

C:\config.sys is ignored by default; it's actually looking at "C:\windows\system32\config.nt" instead. Most likely, this file doesn't even have a BUFFERS setting, so you'll have to add one.

VMWare and VPC have not been mentioned often here in the past because they were too expensive to be used strictly for gaming purposes; this has suddenly become a non-issue, so interest in these programs is bound to increase.

Actually, VDMSound does not work in Win98; only in 2000 and XP. To be honest, I find DOSBox and/or DOS mode to be the best options for a Win98 machine; trying to get a Win98 DOS window to do anything useful is a waste of time.
