You can short out the inductor and the part will come to life, albeit at slightly reduced performance. Actual inductance will probably not matter too much, but since it is a filter element, bigger is better, size should be 0805. Capacitor will be a 0.1µF X5R type in 0402 package.

If you don't plan to play more than one sound at a time it can work, but for more things get difficult since the chip is really only meant to play stuff from its RAM which is assumed to be non-changing / infrequently updated, i.e for short SFX and drum sounds etc. The RAM is pretty slow to update …

The chips absolutely need heatsinks, they run at burning hot temperatures and it is not healthy to them in any way. I used thermal tape to get heatsinks on my card and also mounted a laptop fan to blow air through them, keeping temperatures less awful.

The chips themselves are not compatible with any IBM PC games so there's limited use outside VGM playback and such. PC98 software isn't going to be compatible for a variety of reasons, a lot of patching will be necessary to deal with both hardware and software incompatibilities...

There are probably bunch of resistors that are effectively jumpers that need to be changed to make the card appear in the new conf. Try to locate photo of the same card with the extra memory and look for differences in component positions.
