I have the same type of thin client and am using it with FreeDOS, but have not encountered/noticed any such problem, yet. What kind of mouse and keyboard have you been using? Both were USB in my case.

I wired it up with a DE9 to circular 8-pin DIN cable to its digital RGBI input. More accurately, I took a serial cable and replaced one of the plugs. The 1084 is actually the CGA monitor recommended in the PC 20-III's manual.

I think that it's mostly due to a lack of synchronization, i.e. due to sampling "between pixels", but there could be imperfections in the signal itself, too.
