I looked around and found a few references to 2.08 but no Win2k file to download, just Win9x and NT4. I do have a Win2k 1.89 and then 3.52, nothing in between....

Hmm could be a video card BIOS issue with DOS 3.3. What happens if you type CLS and hit enter, does the cusror come back ?

Wow what a chart to figure the switches LOL. Ok I think you have L07LL set proper but think you have L06LL set wrong. So L07LL sets Ram amount and L06LL sets some type of board addressing... Using their chart for Board One: Capacity =16 -1 =X, and Y =0. Then L06LL should be: 1-4 = off, 5-8 = on >>> …

For a 386 or 486 ISA/VLB board 20nS tag is just fine for 33Mhz FSB, from my experience a 15 nS would be better for a 40Mhz FSB if you have options to tweak the cache/memory timings...just an opinion ;p What speed are you current main cache chips ?
