The SLI SYNC signals go to the FBI, so in no way that cable would have caused TMU related faults. Also, the memory itself is most likely fine, check the TMU pins (poke them and see if they move, also check for shorts between pins).

The 4 twisted wires are GND, SLI SYNC IN, SLI SYNC OUT, GND. Using a cable without the twist will just connect SYNC OUT to SYNC OUT and SYNC IN to SYNC IN. This really shouldn't cause any damage. Most likely the card was DOA.

The RAMDAC has nothing to do with the VGA passthrough. You can remove it completely and the passthrough will still work. TMU0 is on the right side of the card. I fixed quite a few V2 cards, and I never found one with faulty RAM. In case of artifacts, almost always the issue was loose pins. Take a sharp tool (a needle would work fine) and gently poke all the TMU pins, see if they move. Do this for both TMUs.

You're right, it's not directly the PCI reset signal, but it is a reset line for the TMUs. The TMUs are chained, the data from TMU1 needs to go to the FBI, but it doesn't have a direct connection, it goes through TMU0. If TMU0 is busy with other stuff, it asserts the stall signal. You can figure the direction by looking at the position of the series termination resistors (10-22-47R), they are placed near the source. The best is to check on cards based on the older reference design (like CT6670), as the newer reference design is missing some, IIRC for the TMU output.
