Update 2: I repaired the card. A broken Pull-Up resistor on the reset-signal (B2 on ISA-BUS Connector) caused the malfunction. So the bios file i uploaded was not broken and can be use to flash on the EEPROM (yes, on the Stereo F/X CD its an EEPROM, not just an EPROM).

I completely forgot: picture of the latch hidden underneath the BIOS chip. Could this part be defective?
