Ok your best bet would be to use an embedded platform like a nuc or ryzen V2000 and create win98 drivers for it. Anything is possible with time and money. Cyclone V range FPGAs could "emulate" 486 devices, and you could use some of the more expensive FPGAs to emulate up to K7ish without too much …
