Most DX2 parts were 5V ones but if it really runs at 100MHz it means that it has the 3x multiplier and is a DX4 indeed (it has 2x multiplier too - usually jumper selectable - so it can work as a DX2 too). For an ISA slot you'll need a VIA 694T based board. The Abit VH6T The Serpent Rider mentioned will do fine. I'm also satisfied with MSI 694T Pro.

I've heard 12MHz is possible but maybe this would cause errors in certain hardware. In my ALI M1429 testbed 16MHz ISA was completely fine. MRBIOS is chipset dependent, so your slc bios won’t work in a dx/dlc board. I’m pretty sure mr bios for opti495 and Ali 1429 are both available on a Russian bios site.
