KiCad is the "go-to" free, open-source solution. It has a lot of quirks, and can be tough to get your head around once you're used to Eagle (or any commercial CAD package TBH), but has a lot of community support and produces high quality output.

I'm getting my teeth in to Into the Breach, the new game from Subset, makers of FTL. It's exactly as clean, tactical, unforgiving, and rewarding as you expect. Ben Prunty returns as composer too, so the soundtrack is just dreamy.

You can't do "format /s" in Windows XP. You can create a basic bootable DOS disk through the GUI though. It's a checkbox on the format dialogue, when you right-click the floppy drive and select format.
