Generally removing through hole parts with a hot air gun is something I wouldn't recommend (when you have bent pins [so the parts wouldn't fall out before soldering] and a large area you need to heat up as with ISA connectors you're in for a bad time). Thing is the leaked stuff really likes to drag itself into the copper ... beyond a level one would usually expect. Which is why most repaired boards fail again after 6 months. If you're not willing to repair the board as if the parts with the leakage were actually gone you're in for a bad time.

Why not get a coder involved right now? Having the emulator run bare bones pretty much any semi-recent RasPi should be enough. This would also help with a potentially 'long' bootup time.

Lack of decoupling usually makes circuits unstable - considering the chip runs at what? 100mhz? This can get extremely critical. Also: Looking at the remaining caps ... why would they use different values (color) across the card? Doubt they're just decoupling anyways. Resistors shouldn't be too hard …

It's perfectly fine to part ways with the card if one wants to, without any financial loss for the seller and a reasonable amount extra for whatever reason ... I just don't want to see the cards for sale on eBay/amibay 3 weeks (or 6 months *hint to 'CommanderMovie'*) after I delivered them for 800% …

Shielding capacitors 😀 Somewhere around page 10 I've had that discussion already - feel free to read up on why I've decided to make this a 2 layer design (hint: cheaper, no benefits [I have a GUS PnP Rev. 3 which sounds _a lot_ worse than the ARGUS], moderate complexity).
