Yes, it should work, the voltage is what matters. 99.9% if you can fit the card in the slot (without forcing it), it should work.

+/- 10% is considered safe. In your case there's more than that, so, if you care about your components, swap the PSU or repair it.

I've found a P3 800. Has the usual big aluminum heatsink common on Slot 1 CPUS. Is passive cooling good enough for these? My PC has the plastic shroud over the heatsink/CPU that lets the PSU fan pull heat out. You should be fine, but the PSU will suffer... If you want to use that computer, I think …

Yes, you need a fan blowing air on it. It's a OEM CPU, it was sold to a manufacturer (Dell, HP, etc) only with heatsink, the manufacturer had to make sure they have a case fan blowing /sucking air on/out of the CPU. You can read a bit more here: https://www.anandtech.com/show/27/3

You can, but it's not a simple image, it's an animated 3d sequence inside a dll file. If the old logo is that important to you, I think you can make a small effort and install a proper driver. If not, good luck modding the driver.

You need older drivers, drivers made before V3 was launched (3dfx changed the logo when they launched V3). Any driver before april, 1999 should be ok.

I used to be like that, I didn't care at all for the boxes. But something happened along the way, now I think that a boxed item is much, much better. Especially for videocards from the 90s, the boxes are so cool.
