How can I view the core and memory clocks on my ATI Rage 128?

This is for a Rage 128 Ultra with Dell drivers. I tried Powerstrip and Rivatuner but neither had an option to overclock or even display the current clock speeds. Is there a way to view and confirm what my card is clocked at?

I swapped to a modern Cooler Master 600W that definitely does not have a -5V rail and it reads the same. The value fluctuates between -4.9 and -5.0 so it's not a static value either.
