I doubt the enclosure could cause this problem, it sounds more like an file system problem or windows xp (old system simptome) problem.

Voodoo 5 graphics card definitely has a nicer look than other cards I tried. Also, if you want to controll light more accurately try VulzaCN Half Life Compile tools (Based on Zoners Half Life Compile tools), they have a lot more functions and features.

Try finding an cheap ISA SCSI Card and an external SCSI CDROM they shouldnt be expensive and saves you the trouble of internal routing and stuff. Also many devices use SCSI so who knows, maybe you will also find an Floptical or an hdd drive.
