I used Borland C++ For Windows back in the day. Supports Win16 and Win32 if you are running 4.5x or later. It also has the ability to build "console" Win16 applications using its "EasyWin" libraries and it's resource editor Resource Workshop is top-notch for prototyping windows, dialogs, etc.

Keep in mind that Windows 3.1x is limited to about 4MB of video memory due to its design. High resolution/color displays weren't a priority in 1992. Very few people ran desktops higher than 640x480 until well into the Windows 9x era.

I really need to pull out my EISA/VLB 486 machine and see how this works on it. It does have a 486 DX4-100 Overdrive in it that supports the CPUID command, but that SiS EISA chipset might be a challenge.

Post your CONFIG.SYS/AUTOEXEC.BAT What chipset is on the motherboard? What option ROMs are being used by cards? 486 machines should normally have C800-EFFF UMBs free with just the VGA and main BIOS present. Don't forget the "RAM" option on EMM386. Also SMARTDRV can cause weird problems as well. …

How many cards/what cards are installed? The Shadow RAM error is likely something else. I know the CMOS setup has various shadowing options.

The AMI EISA tool works fine with it. Drop the CFG file for the card you are installing, run the tool, done.

I don't think the SiS EISA chipset supports more than 6 slots as busmaster. The reality is most folks don't have that many busmastering EISA cards to begin with so its rarely a problem. Both my Micronics and Tyan (uses SiS chipset too) made the VLB slots non-busmaster since it was likely they would …

The Waveblaster header has audio input and output. The Tandy setup doesn't use the MIDI pins on the header at all, its just tapping its audio I/O for other uses.
