Well, I'd remove glue even if it isn't brown yet. About when it starts yellowing you're gonna have to start removing it - so if there's any yellow-ish glue in those FSPs, remove it at all costs. Does more harm than good leaving it there.

That third CT6970 next to the Voodoo 3 (lower left corner) looks like it does have the pins for the fan but not the plastic that the fan would clip in. Same thing was done to the one above it too. Are those caps really that bad? It's definitely worth preserving. I have 4 of them and none has bulged caps so far. 1x ATX1.3 465W, 2x ATX1.3 365W, 1x ATX1.2 365W. The ATX1.2 version has one of these AUX connectors for Pentium 4. Got the 465W one a few months ago and forgot to inspect+clean it. …
