I've used USB keyboard→PS/2 adapter→AT adapter before when that was all I had for an old computer, but daisy chained adapters stick out too far so as soon as I had a PS/2 keyboard I used that instead.

Worst case scenario, you could rig up a momentary contact switch to the contacts in the ATX power connector. I've no experience with repairing traces on motherboards, but I know there are other members of Vogons who do, so if you should be able to find a broken trace that's the cause of this issue …
