It is safe to assume a line width of a least 72 characters, which is standard in plain-text files. Small phones in portrait mode (e.g. iPhone SE) show a maximum of 33 characters in monospace at a standard size, so no, I am afraid it is not safe to assume a 72 character minimum these days :-) …
