I'm surprised nobody has told you to rummage through your BIOS in search of settings that might affect your PCI video card performance. There are some options that definitely can affect compatibility as well. PCI/VGA Palette Snooping etc. etc.

Don't install Internet Explorer. If you've installed Windows 98, uninstall it and install Windows 95 (this is a joke, sort of). You must make the most careful choice in hardware components and the drivers for those components. Newer isn't always the best, you just have to know which versions are. …

Everyone I knew who played strategy games played Civ. We played Conquest of The New World. It was quite a fun turn-based strategy game that even had a hot-seat option (playing multiplayer on the same computer). Wasted hours years on this.
