What you have here is a non-synchronous buck converter missing its switching mosfet. I'd suggest you to solder on wires any N-channel power fet just to test if the rest of the circuit (PWM IC, diode, etc.) are good. You can find power fets on any motherboard that uses switching type VRMs.

Disable 2nd TMU via registry, if corruption persists, it's TMU 1 mem-related problem (does NFS3 even support multitexturing?). I'd suggest to test card with tech demos instead of games.

Actually, there is a chance of restoring chips contents if the DIE crystal did not crack together with its plastic case. The most difficult part would be forming good connections with remnant microscopic bond wires.

That doesn't make any sense, difference between AGP 2x and 4x modes in terms of performance is negligible, it's the 1x mode that starts bottlenecking video cards.

You were supposed to test motherboard using this method completely bare 😳. Test it again without any other component in it and see if CPUs voltage regulator still heats up, if it does - there is your problem, because it should not heat up w/o load (CPU).
