Hi, here are some suggestions : - press the reset button after bootup, to reinit the chip, does the noise go away ? This is needed for some pc's, depending on the bootup order and states of parallel port during this. Check parallel port settings in the bios. - turn the pot all the way and then back …

i really suggest you try to get schematic with values. Looking on pcb traces, it is much harder to spot mistakes: i overlooked this at first (i thought you used vias), but now noticed you connected the crystal wrong : it has the capacitors in series between the crystal and the cpu. that is not right …
