I personally prefer to use SP2 instead of SP3 for Windows 98. It already contains all patches for 98 and I don't need any of the newer functions SP3 provides. Haven't had any problems with that version so far.

Thanks for the suggestion, but I doubt this is the solution. The LC indeed has 28A, but the Raptoxx only has 18.0A at 3.3V and that seems to work flawless.
