I've seen people run windows 98 on core i5s even. Granted with no official mobo drivers available its a bit harder to do, but certainly doable. When there's a will, there's a way. In fact I bet someone gonna figure out a way to make it work on alder lake

I use diskeeper on all my PCs, it's made by the same people that made the windows built-in defrag but diskeeper is more advanced and also provides automatic defragmentation at all times with just about no performance impact, so you don't even need to run it manually

I have yet to find a virtual machine software that can do windows 98 with 3d hardware video and audio acceleration. Win98 VM not so ultimate if it can only play games with software renderer and basic or no audio

The E4700 doesn't run particularly hot, and you won't be overclocking it either, so no need for a super beefy cooler, in fact the stock intel box cooler should do fine
