Most likely the PSU or motherboard capacitors. You can also try reseating the CPU. Could be that the pins are oxidized and need a couple clamping/unclamping cycles to get a good connection.

For that CPU, if you want to play Glide games, get a Voodoo 3, 4, or 5 card. The best 3DMark scores with SS7 are GeForce 2 And 3 cards.

The holes for AT keyboards are not in hole saw territory. Just have a jig to hold the plate in place... Part of an old ATX case for it to clip into would work fine. The have that held up against a piece of wood for the backing. Use a drill press to drill the hole and you are golden.

You can get some knockout punches from Harbor Freight (US) for about $25. Have you tried them? I doubt those would work for I/O plates. Plus you have to first drill a hole for the bolt to go through. Might as well build a jig for a drill press and use wood for backing to drill the correct size …

Yeah, good luck finding AT cases. (Not getting rid of the ones I do have) You can use AT boards in ATX cases though. The AT I/O plate covers are available or you can get blank plates and cut the KB hole yourself. The motherboard mount holes might be there or not. Shouldn't be too difficult to mark, …

Sounds to me like the motherboard has caps that are bad. You shouldn't be hearing a buzz from the PC Speaker unless the power delivery is very dirty or you have something shorted from power to ground. Could be bad caps. A bunch of the newer PCIe video cards require UEFI support. No way around that unless you replace the BIOS on those video cards.
