Why would you even be running a 32-bit OS on RYZEN in the first place? For my main system, I have not run 32-bit since Windows XP x64 came out. Yeah, you can see it if you run a VM, but you can also disable it so it works. Also, the current Intel CPUs apparently don't work properly with x87 code. …

I would still try a clean operation on it. Sounds like it may be dying, but it could be that the partition table is just whacked. Edit: Just deleting the partition does not do as much as running a clean operation with diskpart.

Scandisk finding issues with the FAT every time you try to install sounds like a drive that is going bad to me. I would definitely try a different drive. It could also possibly be a bad stick of RAM.

First gen USB was notorious for causing latency problems. Never heard of it happening with a keyboard though. Do you have the latest BIOS installed as well as the chipset drivers and newest USB drivers? Maybe use NUSB for the USB drivers. I would definitely recommend using a PS/2 keyboard though.

The wiring on those switch boxes is pretty straightforward. You could easily make adapters for the VGA to RCA or replace the VGA with RCA.
