Found it. Fox Ranger 3. I'm gonna have to give this one a try, it looks like my kind of thing. 😀 I had the era exactly right when I was thinking Saturn BTW, I ended up going through every DOS platformer in 1996 & 1997 until I got it.

Just for fun I wrote a quick & dirty palette rotation benchmark.
