Certainly, an FPGA would be a great way to implement MT-32 in a daughtercard form factor. With MUNT and GM/GS being essentially off the shelf software solutions, MT-32 and SC-55 can be installed in the space of a 5.25" drive while avoiding reinventing the MT-32 in Verilog.

A V1 or V2 would need a 2D driver which translates all 2D (GDI or whatever) draw calls through Glide. Not sure if such a beast exists. This would be similar to how R5xx and newer ATi cards use the 3D engine for both 3D and 2D draw calls. The differences are 1) VESA support and 2) proper vendor …
