One thing the OP can try to alleviate this issue, if the motherboard allows, is undervolting. This might lower the processor's power draw a bit and give the PSU more breathing room. I've actually thought about building something like this to convert some of the excess 12v to 5v. I would use …

I don't know if you could even find one these days but one I've used that would work is an FSP460-60PFN. If I'm not mistaken 16-bit ISA can do up to 8.3 MB/s so the drive only getting 1.7 MB/s though makes it seem like something is wrong. It's been a long time since I did anything significant with ISA so I could be all wrong. - Just doesn't seem right, that's all. .

I have never come across something like that. An IC chip to do that would be pretty specialized and probably have a low demand. The "IT guys" in the industrial/business sector are likely to have a drawer full of adapters to handle things like that. .

Overkill. With only one of the two Athlon MP drawing from +5V, I doubt that mobo will draw even 20A (100W) from +5V. It would be very easy to exceed 100W on +5v with this combination. . As previously discussed the MP's use up to 88 watts. . A hard drive and CD drive would use about 2 amps on 5v so …

With a respectably sized heatsink (say over 20mm high - not a "pancake" cooler in other words) you only need a 9 to 10 CFM fan for these. Quiet is pretty easy. Most socket A coolers fit and have a lot more heatsink and fan than the minimum needed - and they can be cheap. Great way to go. .

Actually the 180w is for 3.3v and 5v combined but that PSU only provides 140w there anyway. This is a common problem when trying to match old-spec systems with newer-spec PSUs.
