I was thinking along the same lines as Nvm1. Perhaps the card with s-video draws slightly more power and it's just enough more to give you the problem on that particular board (and PSU). .

I use 91% isopropyl from a spray bottle. (Less water content. Evaporates fast.) I usually just use the force of the spray and nothing mechanical. . Also works good to clean PC Boards. .
