GT 610 (a.k.a. GT 520) ? Or have you meant "5V only support" ? Because using that card on 5V only board may present problems far bigger than simple slot notch getting in it's way 😁

Use older one, for example : 0.7.2 GPU-z is driver sensitive, old drivers will not work with newer GPU-z versions.

Card isn't overheating, so if I had to guess, I would go with either Windows Update/Antivirus/Windows Update/.NET optimistations/other backgorund progam "doing it's thing" while you try to test, OR C1E/SpeedStep not kicking in max. performance fast enough.

I would try installing a Pentium Dual-Core with actual 800MHz FSB or Pentium D (Celeron D with 533MHz will do as well). ALL CPU's you used have 1066MHz FSB as standard, so they shouldn't be on 800MHz by default. I guess you used "moded BIOS" so 3.19A beta ? Have you tried manually setting FSB …

You can update BIOS2 by booting from it, and letting it run floppy/HDD with DOS. If it does, then simply run BIOS flash from DOS and you should be able to update BIOS2. Of course doing "Load Optimised Settings" after BIOS flash is (I think) necessary on these old boards.

4650 if you need good video playback, 3850 if you want best performance, X1950 Pro if budget is something of a problem (or your MB has problems with newer cards). 3850 > 4650, no game/settings will change that.
