They are many variables... :-/ - memory timings, cache speed - running background software - temperature on cpu, gpu - bugged VGA/sound drivers. - HDD access speed Many games have the v-sync option forced to " on " state. If your monitor are 60Hz or 75Hz, the FPS are locked to this refresh speed.
