Definitely 3.3V. It's also on page 18 of http://datasheets.chipdb.org/IBM/x86/486/40018.PDF (the V indicates 3.3V for a DX2-66)

Reading the directory listing doesn't guarantee that the files can be read. Only way to verify that would be scandisk or copying the files. Should be OK though if you created the disk, unless the boot image was faulty.

If I had to choose, I'd build a system around the XP 2800+. I'd say that's the best of the three. The PIII is probably better than the P4, despite the speed difference, if power is a primary concern, although I have yet to test the relevant platforms to know for sure. Do the boards rely on crystal oscillators to set the clock speed? If so, I would put in a socket then try increasing by one speed grade at a time, to see how far it can go. I have a 1.8 that is working, and a 1.22 that needs work (might have had the wrong jumper settings when I last tried it). I always thought the 1.22 was the last revision, will have to look at the date codes on the chipsets 😀
