Another option to consider for a Windows 98 system is an Athlon XP build. Less power hungry than the Pentium 4 systems of that era and offered solid performance.

Sounds like you're off to a great start and for very little investment! Athlon XP systems tend to make good Windows 98 machines, with plenty of speed for any Windows 9x or DOS games. You went from about 100mhz in 95 to about 1000mhz in 2000. Roughly a 10x increase in speed in only 5 years. And that’s not even mentioning going from before the voodoo 1 to a GeForce. All in 5 years. Even going from early 3D accelerators (e.g. Matrox Millennium, NV1, S3 Virge) to the original …

Couple small updates to the list: Added in the FDD drive for the year 2000 build Changed the video card for the 1996 builds to the Matrox Mystique versus the previous Virge/VX. I don't think what you are looking for actually exists as a single product available on the market today. Another option would be something like a Korg NS5R. It has an internal wavetable header. Combine with a USB-to-MIDI interface and you have an external wavetable device that can connect to any modern PC. Thread on that here: Dreamblaster works in the Korg NS5R :)
