I would also recommend the use of SCUMMVM It improves the gfx and also can play the cd-audio tracks of the Monkey Island CD version. You even can convert the audio tracks to MP3s. SCUMMVM can then use them as if they were CD-Audio tracks. Works good for me...

Perhaps you've selected MIDI Music. AFAIK when MIDI is selected the sound effects are turned off. Try starting the MONKEY.EXE with the parameter /? or -? You'll get a list of command-line options with which you can select the sound output manually. Hint: Try the ScummVM! Get it here
