R65 appears to be missing on your card and R66 looks like it may need resoldering as well. They're right above the main chip. Try replacing/resoldering those before you replace your RAM chips. I think both are 33Ohms but I don't currently have any V3 cards here to check myself.

Did you replace the original suspicious capacitor? Maybe it is crucial to operation. Also are you using original drivers or something like fastvoodoo that overclocks the card? Some aren't stable with those?

Usually 60ns RAM will allow tighter timings, so mixing them with 70ns modules the 60ns modules may not perform to their full potential. But there's no urgent reason why you shouldn't mix them.
