If you simply need coaxial output instead of optical you can alternatively use a cheap converter. They work really well. I hope this helps even though it does not really answer the original question.

Resetting the device like dries_86 suggested is a good idea. Have you also tried connecting the scaler to a regular monitor? Maybe you have to set a specific output resolution like 1920x1080 via OSD first before you can use your specific capture card with it.

Maybe also try replacing the IDE cable. Odd behaviour on boot and POST can stem from defective IDE cables. Also asking once more: Can you boot from a live CD?

Funny, I used a multimeter on a Miro Hiscore3D (4mb TMU) and some Voodoo Rush (4mb frame buffer) to figure out the adress pins on FBI and TMU a while ago to perform the same mod. I haven't ordered the RAM chips yet though. Had I found those instructions I would have saved some time. 😁

Check the signal path of RGB and H/VSync from the RAMDAC/buffer to the VGA connector. Is there continuity? High resistance where there shouldn't be any? Are the diodes ok? Are the resistors near the VGA connector ok? (And do they connect to ground btw? Anyone know what's up there?) If all checks out …

Try reflashing the BIOS. Maybe a custom BIOS for silent operation or watercooling was flashed before.
