PSU manufacturers don't want you to know this but there's actually a 7V rail on your standard 4pin 5.25"-drive connectors. Measure for yourself, there's a ~7V difference between the outer wires. Just keep in mind that even at 7V the fan is still drawing ~2.33A/16.33W. 😉

You have mentioned the card is in very good visual condition. Still I recommend checking for bent or disconnected legs especially on the fbi chip again. Those regularly cause the PC to power on but not POST.

It's a stupid mechanism. You need to press down on the large tabs to unhook them and then simultaneously pull the far out side of the large tab up/to the side so you bend the hook away from the retention frame so it does not hook in again when you stop pressing down on the tab.

Check the datasheet, I bet they're well within specification. If you can touch an IC but it quickly gets too hot to leave your finger on it that indicates ~60-70°C. That seems plausible with VRM designs of similar boards.

Preheat the board with a hair drier. Some of the pins are connected to a large ground plane that wicks away the heat pretty quickly and raising the pcb temperature before soldering really helps.

Afaik the few ISA cards that need -5V will not work correctly but not take any damage. Most ISA cards don't need -5V however. I believe there's a thread here with (almost) all of them listed.
