If it really is a 2x Panasonic drive, then the driver on those boot disks can't work, because they are for IDE cd-roms, which the Panasonic isn't. Can you please post a picture of the cd-rom drive?

No, much more. Based on MIPS, a 16 MHz 486 is equivalent to a 42 MHz 386DX. So it's already faster than the fastest 386, as 40 MHz was the end of the line. Note that unlike with the 386, there's no speed difference between a 486 SX and DX.

thanks, I was watching an external philips top loader from 1991 but that ended up more expensive than what I paid for the whole lot of 11 drives including the caddies, there are some from 1995 in there though, I'd love to have the mitsumi single speed top loader drive, but that's also too pricey. …

The NEC should be a MultiSpin 4x, which is from around 1994/5. I collect old cd-rom drives as well. The ones I own are quite a bit older, however. Mostly 1990-1992.

The Vibra16 was a single-chip solution, that's the whole reason Creative made it. Whatever signal you need, you most likely have to grab it from the Vibra16 chip directly.

With OS it’s rather a matter of choice. I don’t think you miss anything by sticking to Win95 on a Socket 7, but you’re not gaining anything either. Just pick the OS that looks better/evokes more nostalgia. I’d pick Win95 :) I'd pick 98SE. Better driver support, can use USB, and it is just a little …

The 100 MHz Pentium is single voltage, the MMX is dual-voltage. Could be that the VRM for the dual-voltage rail is dead, hence the CPU never gets power. Check if the 2.8V are really there. But make 100% sure first that all jumpers are really correct for the MMX.

You need the COAST module for (real) cache. But it's a nice, fast and stable board otherwise; using it myself in one of my builds.
