The Gigabyte Bx 2000+ mobo had a jumper that was specifically designed to enable the use of Voodoo cards at 100 FSB. There may be other slot 1 motherboards with similar features.

Yes, there's no problem with Win 7, the trouble is with the Win Xp drivers for the hd4650 AGP.

Best I managed so far: using Catalyst 12.3 AGP hotfix drivers the hardware decoding gets enabled up to 480p. At this resolution the GPU goes to 25-26% while the CPU load drops to 30-40% so the hardware acceleration of the video card is obviously working. Videos run smooth including those at 60fps. …

300$ wouldd be nuts, I bought a nice Abit IP-35 Pro for about 35$ and it overclocks damn well. 775 harware is dirt cheap these days. Good working mb's of the common crop hardly sell for $5-10 and they will soon be heading for the scrap...

Yes, it must be something like that, but I remember reading about some tweaked Xp drivers and so on. Sadly that was a few years ago and now I can only find tweaked drivers for Win 7.

It's most likely the PSU, I fried an old BX board exactly this way. The fan could be the culprit only if it drew much more current then it's circuit was designed for. You also have two sockets for additional video memory (brown sockets with pins on the inside edge, located towards the top of the motherboard in your picture. You should probably be able to ebay these modules cheap and they are useful for displaying higher resolutions on these old video cards.
