A Dremel with a wire wheel works well, failing that - sandpaper it off, then spray with some WD40 or INOX for some element of rust protection.

CPUs are traditionally the most robust components in a build and rarely fail; yes there are exceptions to this rule but unless the CPU looks toasted or burnt in any way, it's unlikely to be faulty - you'll need to test it in a board.

Any of the Mini ITX VIA EPIA motherboards - EPIA 5000, EPIA 800, EPIA-M - all slow compared to anything else made in the era, but the most reliable and solid boards I've ever come across. Always found them a joy to configure and setup.

I've not really used DOS in a main machine for twenty years - switched to Mac in the end - but I'm surprised how well DOS commands are etched in my head. It's a pretty good OS.
