It's a bug, all my machines do that too. Just use the "extract" context menu to extract them to your desired location. I've tried a few different versions of 7-zip, and they all do it. I haven't tried all of them, so maybe there's a version that works properly.

Did you try forcing the IRQ from Device Manager? Just uncheck "Use Automatic Settings" then switch to configuration 0001, then click the "Change Setting" box and change it to what you want and hit OK.
