If you look up the spec sheet of the RTC IC on the board, it will tell you what input voltages it cuts off at, both min and max. You'll also have to check to see if there are any diodes in circuit (which there usually are) to calculate any other voltage drops.

what do you need jhooks for? idea is to solder first pcb directly to motherboard, then solder second pcb to first one :) For the PLCC socket contact points. _ idea is to solder first pcb directly to motherboard_ Seems ghetto. I'd rather retain a socket for easy swapping of different IC's/adapters.

Test the CPU voltage regulators and capacitors in that circuit. Your CPU isn't initializing.

Tried that already. For the first one, I tried to source the j-hooks, but they can only be sourced in runs of $1000 or more. For the second link, you aren't getting that made cheap because it requires high end PCB fab. Those don't always make good contact with PLCC sockets either.

Replace any electrolytic capacitors in the drive first. That usually brings back drives that won't read disks reliably. The laser diode should not even need adjustment if you do that.

Looks like there are at least two hardware variants of this board. The earlier rev has the fuse and I was looking at the schematics for that. Yours has two ferrite cores. The poster above linked the correct parts.

See if fuse F1 is blown. Or rather, see if that should be a fuse. It looks like someone replaced it with a resistor.

It looks like the turbo switch / turbo LED pins are dual purpose.. one use for energy efficient sleep, and the other for turbo functionality. Did you check the BIOS to see if there are any green/sleep/power options you can disable?
