Suggestion: - Clean the Pci connectors with some Isopropyl Alcohol (IPA) - Blow some air into the VGA connector (preferably with a can of compressed air) - Remove the bracket and stick the card as far in as it would go, I suspect that isn't the original bracket.

That in the photo is the V3 3000 PCI. The V3 3500 from Compaq is AGP only and has the VGA connector instead of that proprietary output that requires a specific cable. Maybe you need to change the thermal paste. Also check if the cooler is making proper contact with the chip underneath. Also, use DDU or Driver Uninstall 2.7 to remove the older drivers and make a fresh install.

Yeah, strange putting such a small fan on a 30W+ card. I've seen Fx5200 cards with bigger coolers. GF2MX or Gf4mx are probably the best cheap cards right now for Win98. Even a TNT2 (not m64) should be enough I guess.
